Sacramento practices fan out from downtown and Midtown to Roseville, Rocklin and Folsom in the eastern suburbs, Elk Grove to the south, and Davis and Woodland across the river in Yolo County. Stockton is about an hour south, Auburn is about forty minutes up I-80, and the Bay Area is roughly two hours west.
There are two formats, and the patient work is the same in each. Bring the instructor to your own practice, where your staff train on your equipment and the travel sits in the quote, or go to an instructor’s practice and train in their room. The session stays private, the patient is real and has given consent, and we set the scope with you up front.
Who can train? Anyone legally able to provide the treatment in California. What you can do turns on your license, and the California section below sums up how the state reads each one, then sends you to the full reading, license by license, sources attached.

UC Davis Health and Sutter Health
The Sacramento campus of UC Davis Health is a 660-bed multispecialty academic medical center, and it says its emergency departments include the region’s only level I adult and pediatric trauma centers. Sutter Health, based in Sacramento, calls itself a not-for-profit healthcare system serving communities across Northern California and the Central Coast.
More systems, and a second medical school
Dignity Health Sacramento serves Elk Grove, Folsom, Roseville, Rocklin, Davis, Grass Valley, Woodland and surrounding communities; the Sisters of Mercy opened its Mercy General Hospital on land purchased in 1919. California Northstate University College of Medicine, in Elk Grove, runs an MD program that emphasizes training in primary care with social accountability.
Worth knowing
UC Davis Medical Center stands where the new Sacramento County Hospital opened for indigent patients in 1871, at Stockton Boulevard and X Street. The University of California Regents bought the hospital in 1973, making it the permanent teaching hospital for the School of Medicine. Source

Four counties, about 2.5 million residents
The Census Bureau’s July 1, 2025 estimates are 1,618,460 residents for Sacramento County, 442,081 for Placer County, 224,410 for Yolo County and 192,323 for El Dorado County. Our sum for the four is 2,477,274. About 65 percent of them live in Sacramento County, on 965 square miles of land.
From the valley floor to Lake Tahoe
Two of those counties run a long way uphill. Placer County says Interstate 80 runs its full length, “from Roseville, just east of Sacramento,” over the Sierra Nevada to Lake Tahoe “at the eastern end of the county.” Source El Dorado County says its eastern boundary is the California-Nevada state line and its largest city is South Lake Tahoe. Four counties, four age mixes
Sacramento County sits near the national mix: 22.0 percent of residents are under 18 and 17.0 percent are 65 or older, against 21.1 and 18.9 percent for the United States. The share aged 65 or older is 22.2 percent in Placer County, 26.2 percent in El Dorado County and 15.6 percent in Yolo County. All of this counts people who live here. None of it is a count of patients.
Born abroad, and what is spoken at home
In Sacramento County, 22.3 percent of residents were born outside the United States, and 33.7 percent of those aged five and older speak a language other than English at home. Both figures are for 2020 to 2024, and the national ones are 14.1 and 22.3 percent. Yolo County is close, at 21.0 and 36.3 percent. Up the hill it changes: 12.7 and 16.6 percent in Placer County, 9.2 and 12.1 percent in El Dorado County.
Physicians in the four counties
The Medical Board of California’s annual report for fiscal year 2024/25 counts 6,167 physicians and surgeons with a renewed and current license in Sacramento County, 1,608 in Placer, 501 in Yolo and 356 in El Dorado. Source That adds up to 8,632, out of 126,925 with an address in California.
Every one of your boards is in town
Sacramento is the state capital, and the six boards that license the providers we train all have their offices here. The Medical Board of California, which dates back to 1876, gives its address as 2005 Evergreen Street. Source So do the Physician Assistant Board and the Physical Therapy Board of California. The Board of Registered Nursing and the Board of Chiropractic Examiners are on North Market Boulevard, and the Osteopathic Medical Board of California is on National Drive.
A medical society from 1868
The Sierra Sacramento Valley Medical Society says it has been in continuous operation since 1868, calls itself the oldest medical society in California, and says it represents over 6,500 physicians and medical students in El Dorado, Sacramento and Yolo counties.
A 33-county medical center
UC Davis Health says it serves 33 counties covering a 65,000-square-mile area “north to the Oregon border and east to Nevada.” That is well beyond the four counties here.
Where the offices are
Of the physician offices in the Census Bureau’s County Business Patterns county file for 2023, 675 are in Sacramento County, 277 in Placer, 81 in El Dorado and 75 in Yolo. Source That is 1,108 across the four counties, and Sacramento County holds about 61 percent of them. San Joaquin County, to the south, has 318. Sacramento County also has 140 offices of chiropractors, about one for every five physician offices, and 147 offices of physical, occupational and speech therapists and audiologists, which the Census reports as a single group. What the file counts is business locations with paid employees, not clinicians.

The city's business operations tax certificate
Section 3.08.010 of the Sacramento City Code makes it unlawful to carry on “any business, trade, profession, calling, occupation or gainful activity in the city” without having paid the applicable business operations tax and procured a valid business operations tax certificate. Source How we read it: “profession” is in that list, so a practice inside the city limits is covered.
Elk Grove, Roseville and the unincorporated county
Sacramento County’s Department of Finance says all businesses based in commercial locations or homes in the unincorporated area require a General Business License, and it lists Elk Grove, Folsom and Rancho Cordova among the incorporated cities outside that area. Source The county’s Office of Economic Development says businesses in an incorporated city should contact their respective city business licensing. Source Roseville, in Placer County, says any business based in the City must have a license. Source
Where a fictitious business name is filed
Sacramento County handles this one in its finance office. It says it “processes its FBN Statement filings in the Business License Unit of the Department of Finance,” at 700 H Street. It also says California law requires fictitious business names to be filed at the county level, and that there is no statewide registry. Source How we read it: a practice in Roseville, Davis or Placerville files in its own county.
Before you sign a lease
The county says its General License is issued “after a review of the business activities to be conducted at the specific location (street address) and the land use zoning of the property location.” Source Its Office of Economic Development says to contact Planning and Zoning-Sacramento County prior to solidifying a business location. Source How we read it: both statements are about unincorporated addresses. Inside a city, put the same question to that city’s planning office before you commit to a suite.
Medical waste: the county registers small generators too
The Sacramento County Environmental Management Department says small quantity generators of medical waste, who generate less than 200 pounds in total each month, are required by County Ordinance to register with it, and that it permits and inspects businesses generating medical waste. Source Placer County’s Environmental Health page sends medical waste questions to the State of California’s Medical Waste Management Program. Source El Dorado County says its Environmental Management Department ensures the proper handling and disposal of medical waste throughout the county. Source

Physicians, NPs and PAs
How we read section 2051: the hands-on work we teach sits inside a physician’s license. Source California has restricted practice for nurse practitioners, according to the AANP. Source An NP works under standardized procedures with a supervising physician, Source unless qualified as a 103 or 104 NP under AB 890, which can work without them in the settings the law allows. Source A PA works under physician supervision and a practice agreement. Source
RNs, chiropractors and physical therapists

Stem cell laws
A practitioner who performs a stem cell therapy that is subject to FDA regulation but not FDA approved must give patients a set notice, posted and in writing. Source Section 684 does not mention platelet-rich plasma. Whether your product or procedure is covered is a call for your counsel and your board. A tissue bank operating in California must hold a current state license. Source The FDA’s rules apply in every state.

How far is Sacramento International from downtown and from the foothills?
The airport says it is 12 miles from downtown Sacramento. Source Placer County describes the trip from the airport to Auburn as a 40-minute drive east on Interstate 80. Do you come up to Placerville, Auburn or South Lake Tahoe?
Yes. Placer and El Dorado counties are both part of the area a Sacramento session covers, and both reach Lake Tahoe. El Dorado County puts Placerville, its county seat, 45 miles northeast of Sacramento, and names South Lake Tahoe as its largest city. My licensing board is based in Sacramento. Are the rules different here?
No. The boards keep their offices in Sacramento, but they license and regulate for all of California, so a practice in Midtown works under the same scope rules and the same state laws as one in Fresno or San Diego. Being near a board's front door changes nothing about what your license allows.
I practice in Stockton. Is Sacramento the right page for me?
Yes. A Sacramento session covers San Joaquin County to the south as well as Sacramento, Placer, El Dorado and Yolo counties. The Medical Board of California's 2024/25 annual report counts 1,339 physicians and surgeons in San Joaquin County. Source Bay Area practices are on the San Francisco page. The format is the same wherever you are: the instructor comes to your practice, or you train at an instructor's own working practice, and every session is private.
