## Training in Saint Paul

Most providers who ask about Saint Paul practice in the Twin Cities: Saint Paul and Ramsey County, Minneapolis and Hennepin County, and the suburbs of Washington, Dakota and Anoka counties, from Woodbury and Eagan up to Blaine. Stillwater is about half an hour east, and Rochester is about an hour and a half south on US 52. Across the St. Croix River, a practice in Hudson or River Falls is licensed in Wisconsin, so Wisconsin law sets its scope.

Training runs one of two ways. The instructor comes to your clinic and trains you and your staff on the equipment you already use, travel included. Or you go to an instructor’s own working practice. Either way the session is private, the patient is real and has consented, and the scope is fixed before you book.

Who can train? Anyone legally able to provide the treatment in Minnesota. That depends on your license, and Minnesota sets different conditions for each, from a new nurse practitioner’s 2,080 collaborative hours to the practice agreement every physician assistant needs. [Allina Health](https://www.allinahealth.org/about-us) is a nonprofit health system with 12 hospital campuses, caring for communities throughout Minnesota and western Wisconsin, with a mission it traces back more than 140 years.

### The University of Minnesota and Mayo Clinic

The [University of Minnesota Medical School](https://med.umn.edu/about) was founded in 1888 and teaches on three campuses: the Twin Cities, Duluth and St. Cloud. [M Health Fairview](https://www.mhealthfairview.org/about-us) is a partnership between the University of Minnesota, University of Minnesota Physicians and Fairview Health Services. [Mayo Clinic](https://www.mayoclinic.org/about-mayo-clinic), with campuses in Minnesota, Arizona and Florida, describes itself as a nonprofit organization committed to clinical practice, education and research, built on the integrated, team-based approach that brothers Will and Charlie Mayo pioneered.

Minnesota scope

## What each Minnesota license allows.

In Minnesota, as in every state, your license sets the limit on hands-on work. This is our reading of Minnesota law for each license we train, as of October 2026, with the statute linked. It is a starting point, not legal advice.

It is your responsibility to confirm the modality is legal in your state for your license. Do that before you book. The authority on your own scope is your licensing board, not us.

### Physicians, MD and DO

Minnesota physicians are licensed by the [Board of Medical Practice](https://mn.gov/boards/medical-practice/), which also licenses physician assistants. It is unlawful to practice medicine in Minnesota without a license issued under the Medical Practice Act. The statute’s definition of practicing medicine reaches anyone who offers or undertakes to prescribe, give or administer any drug or medicine for the use of another, or to perform any surgical operation, including any invasive or noninvasive procedure involving a laser or laser assisted device. ### Nurse practitioners

Minnesota has full practice authority for nurse practitioners, according to the AANP. [Source](https://www.aanp.org/advocacy/minnesota) There is a starting condition. A nurse practitioner or clinical nurse specialist who qualifies for APRN licensure must first practice at least 2,080 hours within a collaborative agreement, in a hospital or integrated clinical setting where APRNs and physicians work together to provide patient care. [Source](https://www.revisor.mn.gov/statutes/cite/148.211) Minnesota defines nurse practitioner practice to include prescribing pharmacologic and nonpharmacologic therapies. ### Physician assistants

Minnesota physician assistants practice medicine only under an established practice agreement, and a licensed physician in the same clinic, hospital, health system or other facility must review that agreement each year. The services a physician assistant may provide include prescribing, administering and dispensing drugs, controlled substances and medical devices, including local anesthetics. Spinal injections are narrower: a physician assistant may perform spinal injections for acute and chronic pain only upon referral and in collaboration with a physician licensed under chapter 147. ### Registered nurses

Minnesota’s definition of professional nursing includes “implementing interventions that are delegated, ordered, or prescribed by a licensed health care provider.” [Source](https://www.revisor.mn.gov/statutes/cite/148.171) How we read it: an RN’s hands-on part in a procedure rests on an order or delegation from a provider licensed to give it, and the RN does not supply that authority on their own. Where a specific task falls is a question for the [Minnesota Board of Nursing](https://mn.gov/boards/nursing/), which regulates nursing education, licensure and practice.

### Chiropractors

Minnesota says it plainly: “The practice of chiropractic is not the practice of medicine, surgery, osteopathic medicine, or physical therapy.” Its definition describes a discipline that works without the use of drugs or surgery. A Minnesota chiropractor may provide acupuncture, but not as an independent therapy or separately from chiropractic services. ### Physical therapists

Minnesota defines physical therapy as evaluating or treating a person through physical measures, therapeutic exercises and rehabilitative procedures, and says it does not include the practice of medicine. [Source](https://www.revisor.mn.gov/statutes/cite/148.65) A physical therapist may not treat by physical therapy past an initial 90-day period without the order or referral of a licensed provider, and may not treat ailments by other means unless licensed to. Minnesota law

## The Minnesota rules that touch regenerative medicine.

### Research on a human conceptus

Minnesota makes it a gross misdemeanor to use a living human conceptus for any type of scientific or laboratory research or other experimentation, except to protect its life or health, or where verifiable scientific evidence has shown the research to be harmless to the conceptus. Buying or selling a living human conceptus is also a gross misdemeanor, though the same section allows buying and selling a cell culture line taken from a nonliving human conceptus. ### Right to Try

Under Minnesota’s Right to Try law, a manufacturer has the option of making available an investigational drug, biological product or device that has completed phase 1 of a clinical trial, is not FDA approved for general use, and is under investigation in an FDA clinical trial. A physician must document in writing that the patient has a terminal illness, has considered all other FDA approved options with a physician, has a physician’s prescription or recommendation, and has given informed consent. Not one written for stem cell therapy that our rules page records. Minnesota does make research on a living human conceptus a gross misdemeanor, with narrow exceptions, and it has a Right to Try law for patients with a terminal illness. ### Can a Minnesota NP or PA do the hands-on part?

Within your Minnesota scope, yes. A nurse practitioner has full practice authority once the first 2,080 hours under a collaborative agreement are behind them. A physician assistant works under a practice agreement, and spinal injections need a physician referral and collaboration.
