## Training in Sacramento

Sacramento practices fan out from downtown and Midtown to Roseville, Rocklin and Folsom in the eastern suburbs, Elk Grove to the south, and Davis and Woodland across the river in Yolo County. Stockton is about an hour south, Auburn is about forty minutes up I-80, and the Bay Area is roughly two hours west.

There are two formats, and the patient work is the same in each. Bring the instructor to your own practice, where your staff train on your equipment and the travel sits in the quote, or go to an instructor’s practice and train in their room. The session stays private, the patient is real and has given consent, and we set the scope with you up front.

Who can train? Anyone legally able to provide the treatment in California. What you can do turns on your license, and the California section below sums up how the state reads each one, then sends you to the full reading, license by license, sources attached.

## Sacramento at a glance.

The airport the instructor lands at, the counties a Sacramento session covers, and the health systems in the region.

### Getting here

The instructor lands at [Sacramento International Airport](https://flysmf.gov/) (SMF), run by Sacramento County’s Department of Airports, for a session inside your practice. Flights and the hotel are part of the quote.

### The area a Sacramento session covers

Sacramento, Placer, El Dorado and Yolo counties, with San Joaquin to the south: Sacramento, Elk Grove, Roseville, Rocklin, Folsom, El Dorado Hills, Auburn, Davis, Woodland and Stockton. Bay Area practices are on the [San Francisco](/san-francisco-california/) page, and Southern California starts at [Los Angeles](/regenerative-medicine-los-angeles-rma/).

### UC Davis Health and Sutter Health

The Sacramento campus of [UC Davis Health](https://health.ucdavis.edu/about/) is a 660-bed multispecialty academic medical center, and it says its emergency departments include the region’s only level I adult and pediatric trauma centers. [Sutter Health](https://www.sutterhealth.org/about), based in Sacramento, calls itself a not-for-profit healthcare system serving communities across Northern California and the Central Coast.

### More systems, and a second medical school

[Dignity Health Sacramento](https://www.commonspirit.org/dignity-health-sacramento/about-dignity-health-sacramento) serves Elk Grove, Folsom, Roseville, Rocklin, Davis, Grass Valley, Woodland and surrounding communities; the Sisters of Mercy opened its Mercy General Hospital on land purchased in 1919. [California Northstate University College of Medicine](https://medicine.cnsu.edu/about), in Elk Grove, runs an MD program that emphasizes training in primary care with social accountability.

### Worth knowing

UC Davis Medical Center stands where the new Sacramento County Hospital opened for indigent patients in 1871, at Stockton Boulevard and X Street. The University of California Regents bought the hospital in 1973, making it the permanent teaching hospital for the School of Medicine. The market

## The Sacramento region in numbers.

Here is the region as the Census Bureau, the Medical Board of California and the counties themselves describe it. Every figure links to the page that published it.

### Four counties, about 2.5 million residents

The Census Bureau’s July 1, 2025 estimates are 1,618,460 residents for [Sacramento County](https://www.census.gov/quickfacts/fact/table/sacramentocountycalifornia/PST045225), 442,081 for [Placer County](https://www.census.gov/quickfacts/fact/table/placercountycalifornia/PST045225), 224,410 for [Yolo County](https://www.census.gov/quickfacts/fact/table/yolocountycalifornia/PST045225) and 192,323 for [El Dorado County](https://www.census.gov/quickfacts/fact/table/eldoradocountycalifornia/PST045225). Our sum for the four is 2,477,274. About 65 percent of them live in Sacramento County, on 965 square miles of land.

### From the valley floor to Lake Tahoe

Two of those counties run a long way uphill. Placer County says Interstate 80 runs its full length, “from Roseville, just east of Sacramento,” over the Sierra Nevada to Lake Tahoe “at the eastern end of the county.” [Source](https://www.placer.ca.gov/3649/Getting-Here-Getting-Around) El Dorado County says its eastern boundary is the California-Nevada state line and its largest city is South Lake Tahoe. [Source](https://www.eldoradocounty.ca.gov/County-Government/About-Us) A Roseville address and a Tahoe address are different trips, so tell us which one is yours.

### Four counties, four age mixes

[Sacramento County](https://www.census.gov/quickfacts/fact/table/sacramentocountycalifornia/PST045225) sits near the national mix: 22.0 percent of residents are under 18 and 17.0 percent are 65 or older, against 21.1 and 18.9 percent for the [United States](https://www.census.gov/quickfacts/fact/table/US/PST045225). The share aged 65 or older is 22.2 percent in [Placer County](https://www.census.gov/quickfacts/fact/table/placercountycalifornia/PST045225), 26.2 percent in [El Dorado County](https://www.census.gov/quickfacts/fact/table/eldoradocountycalifornia/PST045225) and 15.6 percent in [Yolo County](https://www.census.gov/quickfacts/fact/table/yolocountycalifornia/PST045225). All of this counts people who live here. None of it is a count of patients.

### Born abroad, and what is spoken at home

In [Sacramento County](https://www.census.gov/quickfacts/fact/table/sacramentocountycalifornia/PST045225), 22.3 percent of residents were born outside the United States, and 33.7 percent of those aged five and older speak a language other than English at home. Both figures are for 2020 to 2024, and the [national ones](https://www.census.gov/quickfacts/fact/table/US/PST045225) are 14.1 and 22.3 percent. [Yolo County](https://www.census.gov/quickfacts/fact/table/yolocountycalifornia/PST045225) is close, at 21.0 and 36.3 percent. Up the hill it changes: 12.7 and 16.6 percent in [Placer County](https://www.census.gov/quickfacts/fact/table/placercountycalifornia/PST045225), 9.2 and 12.1 percent in [El Dorado County](https://www.census.gov/quickfacts/fact/table/eldoradocountycalifornia/PST045225).

### Physicians in the four counties

The Medical Board of California’s annual report for fiscal year 2024/25 counts 6,167 physicians and surgeons with a renewed and current license in Sacramento County, 1,608 in Placer, 501 in Yolo and 356 in El Dorado. [Source](https://www.mbc.ca.gov/Download/Reports/Annual-Report-2024-2025.pdf) That adds up to 8,632, out of 126,925 with an address in California.

### Every one of your boards is in town

Sacramento is the state capital, and the six boards that license the providers we train all have their offices here. The [Medical Board of California](https://www.mbc.ca.gov/About/), which dates back to 1876, gives its address as 2005 Evergreen Street. [Source](https://www.mbc.ca.gov/Download/Reports/Annual-Report-2024-2025.pdf) So do the [Physician Assistant Board](https://www.pab.ca.gov/about_us/contact_us.shtml) and the [Physical Therapy Board of California](https://www.ptbc.ca.gov/about_us/contact_us). The [Board of Registered Nursing](https://www.rn.ca.gov/contact.shtml) and the [Board of Chiropractic Examiners](https://www.chiro.ca.gov/about_us/contact.shtml) are on North Market Boulevard, and the [Osteopathic Medical Board of California](https://www.ombc.ca.gov/contact_us.shtml) is on National Drive.

### A medical society from 1868

The [Sierra Sacramento Valley Medical Society](https://www.ssvms.org/about-us.aspx) says it has been in continuous operation since 1868, calls itself the oldest medical society in California, and says it represents over 6,500 physicians and medical students in El Dorado, Sacramento and Yolo counties.

### A 33-county medical center

[UC Davis Health](https://health.ucdavis.edu/about/) says it serves 33 counties covering a 65,000-square-mile area “north to the Oregon border and east to Nevada.” That is well beyond the four counties here.

### Where the offices are

Of the physician offices in the Census Bureau’s County Business Patterns county file for 2023, 675 are in Sacramento County, 277 in Placer, 81 in El Dorado and 75 in Yolo. [Source](https://www.census.gov/data/datasets/2023/econ/cbp/2023-cbp.html) That is 1,108 across the four counties, and Sacramento County holds about 61 percent of them. San Joaquin County, to the south, has 318. Sacramento County also has 140 offices of chiropractors, about one for every five physician offices, and 147 offices of physical, occupational and speech therapists and audiologists, which the Census reports as a single group. What the file counts is business locations with paid employees, not clinicians.

Local rules

## What Sacramento and Sacramento County ask of a practice.

None of this is about what you may do with your license. California sets that, and the California section of this page covers it. These rows are about running a practice at a Sacramento address: which city and county counters you deal with, as of October 2026. It is a place to start, not legal advice. Confirm every point with the office named.

### The city's business operations tax certificate

Section 3.08.010 of the Sacramento City Code makes it unlawful to carry on “any business, trade, profession, calling, occupation or gainful activity in the city” without having paid the applicable business operations tax and procured a valid business operations tax certificate. [Source](https://codelibrary.amlegal.com/codes/sacramentoca/latest/sacramento_ca/0-0-0-4730) How we read it: “profession” is in that list, so a practice inside the city limits is covered.

### Elk Grove, Roseville and the unincorporated county

Sacramento County’s Department of Finance says all businesses based in commercial locations or homes in the unincorporated area require a General Business License, and it lists Elk Grove, Folsom and Rancho Cordova among the incorporated cities outside that area. [Source](https://finance.saccounty.gov/content/finance/us/en/tax/business-licensing.html) The county’s Office of Economic Development says businesses in an incorporated city should contact their respective city business licensing. [Source](https://economic.saccounty.gov/us/en/business-assistance/steps-to-starting-a-business.html) Roseville, in Placer County, says any business based in the City must have a license. [Source](https://www.roseville.ca.gov/departments/finance/licensing/business.php)

### Where a fictitious business name is filed

Sacramento County handles this one in its finance office. It says it “processes its FBN Statement filings in the Business License Unit of the Department of Finance,” at 700 H Street. It also says California law requires fictitious business names to be filed at the county level, and that there is no statewide registry. [Source](https://finance.saccounty.gov/content/finance/us/en/tax/faqs/fbn.html) How we read it: a practice in Roseville, Davis or Placerville files in its own county.

### Before you sign a lease

The county says its General License is issued “after a review of the business activities to be conducted at the specific location (street address) and the land use zoning of the property location.” [Source](https://finance.saccounty.gov/content/finance/us/en/tax/business-licensing.html) Its Office of Economic Development says to contact Planning and Zoning-Sacramento County prior to solidifying a business location. [Source](https://economic.saccounty.gov/us/en/business-assistance/steps-to-starting-a-business.html) How we read it: both statements are about unincorporated addresses. Inside a city, put the same question to that city’s planning office before you commit to a suite.

### Medical waste: the county registers small generators too

The Sacramento County Environmental Management Department says small quantity generators of medical waste, who generate less than 200 pounds in total each month, are required by County Ordinance to register with it, and that it permits and inspects businesses generating medical waste. [Source](https://emd.saccounty.gov/content/emd/us/en/environmental-health/medical-waste-program.html) Placer County’s Environmental Health page sends medical waste questions to the State of California’s Medical Waste Management Program. [Source](https://www.placer.ca.gov/3204/Solid-Waste) El Dorado County says its Environmental Management Department ensures the proper handling and disposal of medical waste throughout the county. [Source](https://www.eldoradocounty.ca.gov/Public-Safety-Justice/Waste-Disposal/Medical-Waste-Disposal)

California rules

## California scope and law, in brief.

This is the short version as of October 2026, a starting point and not legal advice. The full reading, license by license with each code section linked, is in the [California scope and law sections](/regenerative-medicine-los-angeles-rma/#california-scope) on our Los Angeles page, and our summary is on the [rules by state page](/regenerative-medicine-laws-by-state/#california).

It is your responsibility to confirm the modality is legal in your state for your license. Do that before you book. The authority on your own scope is your licensing board, not us.

### Physicians, NPs and PAs

How we read section 2051: the hands-on work we teach sits inside a physician’s license. [Source](https://codes.findlaw.com/ca/business-and-professions-code/bpc-sect-2051/) California has restricted practice for nurse practitioners, according to the AANP. [Source](https://www.aanp.org/advocacy/california) An NP works under standardized procedures with a supervising physician, [Source](https://codes.findlaw.com/ca/business-and-professions-code/bpc-sect-2836-1/) unless qualified as a 103 or 104 NP under AB 890, which can work without them in the settings the law allows. [Source](https://www.rn.ca.gov/practice/ab890.shtml) A PA works under physician supervision and a practice agreement. [Source](https://codes.findlaw.com/ca/business-and-professions-code/bpc-sect-3502/)

### RNs, chiropractors and physical therapists

How we read the Nursing Practice Act: an RN’s part starts from an order inside the ordering practitioner’s scope. [Source](https://codes.findlaw.com/ca/business-and-professions-code/bpc-sect-2725/) How we read the chiropractic regulations: the injection work in our courses sits outside a California chiropractic license. [Source](https://www.chiro.ca.gov/laws_regs/regulations.pdf) Put the question to the board in writing before you book. How we read the physical therapy code: injections are outside a California PT license. [Source](https://codes.findlaw.com/ca/business-and-professions-code/bpc-sect-2620-5/)

### Stem cell laws

A practitioner who performs a stem cell therapy that is subject to FDA regulation but not FDA approved must give patients a set notice, posted and in writing. [Source](https://codes.findlaw.com/ca/business-and-professions-code/bpc-sect-684/) Section 684 does not mention platelet-rich plasma. Whether your product or procedure is covered is a call for your counsel and your board. A tissue bank operating in California must hold a current state license. [Source](https://codes.findlaw.com/ca/health-and-safety-code/hsc-sect-1635-1/) The FDA’s rules apply in every state.

Common questions

## What Sacramento providers ask before they book.

### How much does training in Sacramento cost?

Training inside your own practice in Sacramento starts at $10,000, with the instructor's travel and lodging included. Training at an instructor's location starts at $5,000. Both are starting points. The quote depends on the discipline, the instructor, how many people are training and how much of the curriculum is built around you.

### How far is Sacramento International from downtown and from the foothills?

The airport says it is 12 miles from downtown Sacramento. [Source](https://flysmf.gov/about/history) Placer County describes the trip from the airport to Auburn as a 40-minute drive east on Interstate 80. [Source](https://www.placer.ca.gov/3649/Getting-Here-Getting-Around) For a session in your practice the instructor lands at SMF, and the instructor's travel and lodging are already in your quote.

### Do you come up to Placerville, Auburn or South Lake Tahoe?

Yes. Placer and El Dorado counties are both part of the area a Sacramento session covers, and both reach Lake Tahoe. El Dorado County puts Placerville, its county seat, 45 miles northeast of Sacramento, and names South Lake Tahoe as its largest city. [Source](https://www.eldoradocounty.ca.gov/County-Government/About-Us) Name the town when you request a date so the plan fits the drive. We agree it with you before you book.

### My licensing board is based in Sacramento. Are the rules different here?

No. The boards keep their offices in Sacramento, but they license and regulate for all of California, so a practice in Midtown works under the same scope rules and the same state laws as one in Fresno or San Diego. The California section higher on this page gives the short version, and our [Los Angeles page](/regenerative-medicine-los-angeles-rma/#california-scope) carries the full reading, license by license. Being near a board's front door changes nothing about what your license allows.

### I practice in Stockton. Is Sacramento the right page for me?

Yes. A Sacramento session covers San Joaquin County to the south as well as Sacramento, Placer, El Dorado and Yolo counties. The Medical Board of California's 2024/25 annual report counts 1,339 physicians and surgeons in San Joaquin County. [Source](https://www.mbc.ca.gov/Download/Reports/Annual-Report-2024-2025.pdf) Bay Area practices are on the [San Francisco page](/san-francisco-california/). The format is the same wherever you are: the instructor comes to your practice, or you train at an instructor's own working practice, and every session is private.

### I'm not licensed in California. Can I train in Sacramento?

Say so when you request a date. When the instructor comes to you, you train in your own practice, under the license you hold there. When you come to an instructor's location in California, your California licensure decides what you do hands on, and we agree that plan with you before you book.

Important information

## Read this before you book.

Know what a course is not before you book. It won’t make you a specialist. It carries no CMEs, credit hours or accreditation, and it doesn’t cover your malpractice: you arrange that yourself. No one can promise you outcomes. It is education for licensed providers, not medical or legal advice, and some products and modalities discussed are not FDA approved or cleared for the uses discussed. The Certificate of Completion is not a license or a board certification, and it does not expand your scope of practice. [Read the full notes](/our-courses/#rma-compliance).
