## Training in Riverside

The Inland Empire is two counties and a long drive end to end. Riverside, Corona and Moreno Valley sit at the west end of Riverside County, Temecula and Murrieta are about an hour south, and the Coachella Valley is about an hour east on I-10. In San Bernardino County, Ontario, Rancho Cucamonga, Fontana, San Bernardino, Redlands and Loma Linda run along the I-10 and I-210 corridors, and the High Desert towns are up I-15 through the Cajon Pass.

Either the instructor travels to you and trains you and your staff on your own equipment and patients, with travel included in the quote, or you travel to an instructor’s own working practice. The session is private both ways, on a consenting patient, with the scope fixed before you book.

Who can train? Anyone legally able to provide the treatment in California. That comes down to the license you hold. The California section further down is the short version of how state law reads, and it links to the full reading, license by license, with every source.

[Loma Linda University Health](https://lluh.org/about-us) describes itself as a Seventh-day Adventist institution and an academic medical center operating six hospitals and a network of clinics. [RUHS Medical Center](https://www.ruhealth.org/medical-center/about-ruhs-medical-center), the 439-bed medical center of Riverside University Health System in Moreno Valley, is a Level I Trauma Center and a public teaching institution of more than a century. [Arrowhead Regional Medical Center](https://arrowheadregional.org/about-us/) is a 456-bed university-affiliated teaching hospital operated by San Bernardino County in Colton. In the desert, [Eisenhower Health](https://www.eisenhowerhealth.org/about/) opened its medical center in 1971 and has its main campus in Rancho Mirage.

### The medical schools

The [UC Riverside School of Medicine](https://medschool.ucr.edu/about) was created to address the shortfall of healthcare professionals in Inland Southern California and welcomed its first class in 2013. [California University of Science and Medicine](https://www.cusm.edu/about), in Colton, started its first MD cohort in July 2018. Loma Linda’s own medical school opened in 1909. ### Worth knowing

Loma Linda started as a hotel. The property was first developed as the Mound City Hotel during the boom of 1887 to 1888, and Loma Linda Sanitarium was incorporated on August 26, 1905. The Census Bureau’s July 1, 2025 estimate is 2,544,916 residents for Riverside County. [Source](https://www.census.gov/quickfacts/fact/table/sanbernardinocountycalifornia/PST045225) Added together that is 4,769,007 people, about 12 percent of California’s 39,355,309. ### 27,277 square miles of land

Riverside County has 7,209 square miles of land, and the 2020 Census counted 335.4 residents per square mile. [Source](https://www.census.gov/quickfacts/fact/table/riversidecountycalifornia/PST045225) San Bernardino County has 20,068 square miles and 108.7 residents per square mile. [Source](https://www.census.gov/quickfacts/fact/table/sanbernardinocountycalifornia/PST045225) That comes to 27,277 square miles between them. San Bernardino County calls itself “physically the largest county in the contiguous United States.” [Source](https://bosd4.sbcounty.gov/county-facts/) A practice in Corona, one in Indio and one in Victorville are all Inland Empire, so the first thing we ask for is your address.

### Younger than the country, taken as a whole

Residents under 18 make up 23.0 percent of [Riverside County](https://www.census.gov/quickfacts/fact/table/riversidecountycalifornia/PST045225) and 24.1 percent of [San Bernardino County](https://www.census.gov/quickfacts/fact/table/sanbernardinocountycalifornia/PST045225), against 21.1 percent of the [United States](https://www.census.gov/quickfacts/fact/table/US/PST045225). Residents 65 and older are 17.1 percent and 14.6 percent, against 18.9 percent nationally. These are residents, not patients, and the figures do not tell you who will walk into your practice.

### The desert is the exception

County averages hide the Coachella Valley. Census QuickFacts puts Rancho Mirage at 52.6 percent of residents aged 65 or older and 8.3 percent under 18. [Source](https://www.census.gov/quickfacts/fact/table/palmspringscitycalifornia/PST045225) At the west end, Fontana is 9.7 percent 65 or older and 27.3 percent under 18. [Source](https://www.census.gov/quickfacts/fact/table/fontanacitycalifornia/PST045225) The same caution applies: residents, not patients.

### A language other than English at home

In [Riverside County](https://www.census.gov/quickfacts/fact/table/riversidecountycalifornia/PST045225), 42.4 percent of residents aged five and older speak a language other than English at home. In [San Bernardino County](https://www.census.gov/quickfacts/fact/table/sanbernardinocountycalifornia/PST045225) it is 44.3 percent. The [national figure](https://www.census.gov/quickfacts/fact/table/US/PST045225) is 22.3 percent. About one resident in five was born outside the United States, 21.9 percent in Riverside County and 21.6 percent in San Bernardino County, against 14.1 percent nationally. All of these cover 2020 to 2024.

### Physicians here, by the Medical Board's count

The Medical Board of California’s annual report for fiscal year 2024/25 lists 4,121 physicians and surgeons in Riverside County and 4,799 in San Bernardino County, counting renewed and current licenses. ### Two county medical societies, both from the 1800s

The [Riverside County Medical Association](https://www.rcmadocs.org/membership/about/mission.aspx) says it was established in 1893 and that, together with the California Medical Association, it represents the voices of 2,200 Riverside County physicians. The [San Bernardino County Medical Society](https://www.sbcms.org/About-Us/Vision-Mission) says it was founded in 1878 and represents almost 1,800 members.

### A region that already drives

Mean travel time to work for 2020 to 2024 is 33.8 minutes in [Riverside County](https://www.census.gov/quickfacts/fact/table/riversidecountycalifornia/PST045225) and 32.6 minutes in [San Bernardino County](https://www.census.gov/quickfacts/fact/table/sanbernardinocountycalifornia/PST045225), against 26.4 minutes for the [United States](https://www.census.gov/quickfacts/fact/table/US/PST045225). When the training day happens in your own rooms, that is one long drive your staff does not make.

### More physician offices on the Riverside side

For 2023, the Census Bureau’s County Business Patterns county file lists 1,448 offices of physicians in Riverside County against 1,202 in San Bernardino County. [Source](https://www.census.gov/data/datasets/2023/econ/cbp/2023-cbp.html) The [Medical Board’s count](https://www.mbc.ca.gov/Download/Reports/Annual-Report-2024-2025.pdf) above runs the other way, with more licensed physicians on the San Bernardino side. Riverside County also has 175 offices of chiropractors and 228 offices of physical, occupational and speech therapists and audiologists, a group the Census reports as one. San Bernardino County has 131 and 192. In both counties the therapy offices outnumber the chiropractic ones. All of these figures are business locations with paid employees. None is a count of clinicians.

Local rules

## What Riverside and Riverside County ask of a practice.

The State of California decides what each license allows, and that reading is in the California section further down. Here we cover the business side: the city and county offices an Inland Empire practice answers to, as of October 2026. Treat it as a starting point and not legal advice, and check each point with the office we name.

### A city business tax

The City of Riverside’s Business Tax Section says all persons or companies conducting business in the City of Riverside are required to pay a business tax, and its list names professional businesses. [Source](https://riversideca.gov/finance/licensefaq.asp) How we read it: a medical practice with a Riverside address falls under that, whatever its specialty.

### Corona, Ontario and unincorporated addresses

Corona says any individual, corporation, partnership, or sole proprietorship who wishes to conduct a business within the City of Corona must secure a business license certificate. [Source](https://www.coronaca.gov/departments/finance/business-license-information) Ontario, in San Bernardino County, says a business license is required prior to commencing business in the City. [Source](https://www.ontarioca.gov/government/financial-services/business-license) Outside city limits, Riverside County’s Transportation Department says every person conducting business as defined in Ordinance No. 857 in unincorporated areas must register their business for stormwater compliance. ### Fictitious business names

The Riverside County Assessor-County Clerk-Recorder says a fictitious business name statement “shall be filed with the County Clerk of the County in which the registrant has his/her principal place of business.” [Source](https://www.rivcoacr.org/fictitiousbusinessnames) How we read it: a practice based in Ontario, Fontana or Redlands files in San Bernardino County. Its Assessor-Recorder-County Clerk says these names are filed at the county level, with no statewide registry. [Source](https://arc.sbcounty.gov/fbn/)

### Changing what a suite is used for

The City of Riverside’s Building and Safety pages say any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure shall first make application to the building official and obtain the required permits. [Source](https://riversideca.gov/cedd/building-safety/building-safety-services/permits) How we read it: that rule follows the space. It comes up when you build out a suite or convert one to a medical office.

### Medical waste: county environmental health

Riverside County’s Department of Environmental Health says it “is granted enforcement of the Medical Waste Management Act.” It says registration is not required for small quantity generators who do not treat their medical waste onsite, and that small quantity generators with onsite treatment and large quantity generators are required to register with it. [Source](https://rivcoeh.org/medical-waste-program) San Bernardino County Environmental Health Services says a facility that generates 200 pounds or more of medical waste in any one month of a 12-month period is a large quantity generator and must be registered with EHS. [Source](https://ehs.sbcounty.gov/programs/medical-waste/) Its FAQ goes further, saying generators who produce any medical waste are required to register and obtain a permit, so ask EHS which applies. ### Physicians, NPs and PAs

How we read section 2051: the hands-on work we teach sits inside a physician’s license. [Source](https://www.aanp.org/advocacy/california) An NP works under standardized procedures with a supervising physician, [Source](https://codes.findlaw.com/ca/business-and-professions-code/bpc-sect-2836-1/) unless qualified as a 103 or 104 NP under AB 890, which can work without them in the settings the law allows. ### Stem cell laws

A practitioner who performs a stem cell therapy that is subject to FDA regulation but not FDA approved must give patients a set notice, posted and in writing. [Source](https://codes.findlaw.com/ca/business-and-professions-code/bpc-sect-684/) Section 684 does not mention platelet-rich plasma. Whether your product or procedure is covered is a call for your counsel and your board. A tissue bank operating in California must hold a current state license. ## What Riverside providers ask before they book.

### How much does training in Riverside cost?

Training inside your own practice in Riverside starts at $10,000, with the instructor's travel and lodging included. Training at an instructor's location starts at $5,000. Both are starting points. The quote depends on the discipline, the instructor, how many people are training and how much of the curriculum is built around you.

### Do you travel to the Coachella Valley, Temecula or the High Desert?

Yes. A Riverside session can be held anywhere in [Riverside County](https://www.census.gov/quickfacts/fact/table/riversidecountycalifornia/PST045225) or [San Bernardino County](https://www.census.gov/quickfacts/fact/table/sanbernardinocountycalifornia/PST045225), and between them the two counties have about 27,277 square miles of land. Put the practice address in your request so the plan starts from the right end of the region. Wherever that is, the instructor's travel and lodging are part of the quote.

### Will the instructor fly into Ontario or Palm Springs?

It depends on where you practice. Ontario International (ONT) is the airport for most of the two counties. It is owned and operated by the Ontario International Airport Authority, a joint powers agreement between the City of Ontario and San Bernardino County. ### Are the rules any different in the Inland Empire than in Los Angeles or San Diego?

No. Scope of practice comes from the State of California and its licensing boards, and the stem cell notice law is a state law, so one set of rules runs from the desert to the coast. ### Do I have to drive into Los Angeles to train?

No. The instructor can come to your practice in Riverside or San Bernardino County and teach you and your staff there. The other route is to train at an instructor's own working practice. Every session is private in both cases, and the plan is agreed with you before you book. If staying close to home matters, say so when you request a date.

### I'm not licensed in California. Can I train in Riverside?
